    That is a good question and I don’t have the answer. It doesn’t mean that Lana`i residents should not be concerned because all public land and adjacent private lands are up for grabs.

    We thought you might be interested to know that there is a new community organization in the heart of urban and coastal Honolulu. We are Atkinson Neighborhood Community Association, Inc. (ANCA)

    Incorporated on July 2, 2013, we are still in our formative phase. Although born out of the heat of the battle against the proposed demolition of the Central YMCA, and against the proposed construction in its place of a 350-foot, 39-story, 128-unit luxury condo tower, we nonetheless have many positive visions for the future of Atkinson neighborhood. We are not only ,”No, no, no.” We are also, “Yes, yes,yes.”

    The argument for the rezoning to AMX-3 from A-2, rests upon parameters of the yet-to-be-formalized Transit Oriented Development (TOD) model for neighborhoods. The argument says that within a half-mile of the proposed rail station at Kapiolani Blvd., there can be increased height-limits so as to create higher population densities. The automobile trip-generation figures are also down-scaled, based on the assumption that a percentage of these luxury tower residents will walk the half-mile to the rail station, rather than use their own cars.

    Next Wednesday, August 7th, at 10:00 A.M., the City Council will meet for the “first reading” of Bill 44, which is the new form of the YMCA Zone Change Application 2013/Z-1(ts).

    The Council is expected to then turn it over to the Committee on Zoning and Planning. Then at the next meeting in September, there will be a “second reading”, and again back to the Committee, and then in the September meeting will come the vote, if it is not defeated by then.

    HTF and ANCA have a natural synergy. If rail fails, or is seriously slowed down by the upcoming August 15th court session, it will aid ANCA’s purpose of defeating Bill 44. Obviously, if the zone change argument is based on TOD, and it looks like TOD may falter or be indefinitely delayed, it makes it less credible for the zone change applicant to use TOD parameters. Then they must be held to existing density and trip-generation guidelines.
